1. This Invitation for Bids (IFB) follows the General Procurement Notice (GPN) for this project that appeared in UN Development Business No. 710 of 16 September 2007.

2. The Kyrgyz Republic has received a Grant from the International Development Association for reducing the technical barriers for entrepreneurship and trade in the Kyrgyz Republic, and it intends to apply part of the proceeds of this Grant to payments under the Contract for supply and installation of laboratory equipment.

3. The Project Implementation Unit Reducing the technical barriers for entrepreneurship and trade now invites sealed bids from eligible and qualified bidders for supply and installation of laboratory equipment. The supply and installation period is 4 months.

4. Bidding will be conducted using the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines:
Procurement under IBRD Loans and IDA Credits (May 2007) and is open to all Bidders from eligible source countries as defined in the Guidelines that meet the following minimum qualification criteria:

(i) A Bidder must have successful at least three contracts of supply of the similar Goods;
(ii) A Bidder should have average annual turnover for the last three years has to be not less than US $ 1,000,000.0 or equivalent. The Bidder must submit balance sheet for the last two years certified by a registered accountant or supported by copies of tax return;
(iii) It has been operating as a legally and financially autonomous company since at least 3 years;

5. The Republic of Armenia has received a Grant from the International Development Association for the co-financing of the Avian Influenza Preparedness Project, and it intends to apply part of the proceeds of this grant to payments under the Contract for the Procurement of Vehicles No: AIP/MDTF/ICB/II-G/001-09.

2. The Health Project Implementation Unit State Agency (HPIU SA) now invites sealed bids from eligible and qualified bidders for Procurement of Vehicles:

5. Qualifications requirements include:

·  The Bidder should have at least 2 successfully completed contracts for supply of similar goods during the years 2006-2008, each in amount not less than his Bid Price.

·  The Bidder should have at least 3 years of experience in manufacturing or supplying of such kind of goods.

·  The Bidder should have financial resources (liquid assets or an access to credit line) not less than the bid amount.

·  Local Bidders should submit also documentary evidence of not having deferred debts to tax inspection and Social Security State Fund.

·  The availability of specialized after sales service facilities in Armenia is mandatory.

·  The Bidder should furnish documentary evidence that all the goods to be supplied are in market at least 2 years.

A margin of preference for eligible national contractors shall not be applied. Additional details are provided in the Bidding Documents.

6. The Republic of Tajikistan has received a Grant from the International Development Association (IDA) with co-financing from the Swedish International Development Association (SIDA) and the Swiss Development Corporation (SDC).This grant will support the Implementation of the Community and Basic Health Project. Part of the grant proceeds will be applied for:

·  Consultancy services for strengthening health management capacity

The Community and Basic Health Project consists of several components, one of them is Component B.

Component B (Implementing Organizational and Financing Reforms in the Health Sector) will build capacity of the rayon hospital and PHC managers as well as of MOH & OHD staff. This will require training Oblast Health Departments (OHD) as well as hospitals and PHC facilities in their new functions – health purchasers and health providers respectively that will enable strengthening the health management system and the managerial skills of health key staff.

The Project Implementation Unit now invites eligible consultants to express their interest on the assignment mentioned above.

The team of Consultants should involve the group of experts led by the Health Management Consultant and experts with professional qualifications in the field of the public health services organization, PHC and hospital management, with working experience in conducting the activities related to health staff training. The assignment is expected to be completed within 7-8 months after the contract signing and will require traveling to Tajikistan.

Interested consultants must provide information indicating that they are qualified to perform the services, including relevant/required experience and background, and contact information on clients from previous similar assignments whom the Client can contact for references.

The Russian Federation has received financing from the World Bank toward the cost of the Tuberculosis and AIDS Control Project, and it intends to apply part of the proceeds toward payments under the contracts for the laboratory consumables for microscopy and bacterioscopy of tuberculosis.

The Russian Health Care Foundation (RHCF), acting as project implementation unit towards this loan, on the behalf of the Ministry of Health and Social Development of the Russian Federation (MOHSD) and the Federal Penitentiary Service (FPS), now invites sealed bids from eligible bidders for supply of goods destined for various MOHSD and FPS organizations located in the selected regions of the Russian Federation. The scope of supply will involve four lots of goods as follows:

  • ·  Lot 1 – Consumables for microscopy (Consumables for light microscopy – 2,575 sets; Consumables for fluorescence microscopy-139 sets)

Bidders may bid for one or both lots. Bids for each lot will be prepared and submitted separately.

Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines:
Procurement under IBRD Loans and IDA Credits, and is open to all bidders from Eligible Source Countries as defined in the Guidelines.

Interested eligible bidders may obtain further information from JPIB “Health-2” and "Woman and Child Health Development" (Attn: Mr. Nugmon Rasulov; e-mail: office@jpib.uz) and inspect the Bidding Documents at the address given below from 1000 to 1600 hours, Tashkent time, Monday through Friday.

Qualifications requirements include: technical, financial, experience and Technical Capacity and conformance of standards. A margin of preference for certain goods manufactured domestically shall be applied. Additional details are provided in the Bidding Documents.

A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non refundable fee of US$ 200 (VAT free) or the equivalent in Uzbek soums at the exchange rate fixed by the Central Bank of the Republic of Uzbekistan on the day of payment. The method of payment will be Bank transfer into one of two following accounts of JPIB“Health-2” and "Woman and Child Health Development".

All banking charges and fees related to the bank transfer shall be for the bidder’s account. Cashier’s and certified checks are not accepted.

The bidding documents may be collected by an authorized representative of the bidder from the office stated below upon presentation to the JPIB“Health-2” and "Woman and Child Health Development" of Bidder’s Authorization and documents confirming payment of the non refundable fee to one of the above accounts. The bidding documents may also be sent to the bidder by courier at no additional charge to the bidder following the receipt by the JPIB“Health-2” and "Woman and Child Health Development" of a written request quoting tender number HP/ICB/07/01 UZ, providing address of delivery, contact details, and document confirming payment of the non refundable fee to one of the above accounts. Bidding Documents are now available.

Bids must be delivered to the address below at or before 1600 hours (Tashkent time) on 22 June 2007. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidder’s representatives, who choose to attend in person or on-line at the address below at 1600 hours (Tashkent time) on 22 June 2007. All bids must be accompanied by a Bid Security of not less than 2% of bid price in currency of the bid.
